Lucknow: The Yogi government of Uttar Pradesh has drafted a population control law. It has been prepared by Justice Aditya Nath Mittal, Chairman, State Law Commission. If the bill is turned into law, those with more than two children in UP will not get government jobs in the future. Such people will never be able to contest elections, they will not get the benefit of government schemes, the Law Commission claims that the entire system is being affected due to uncontrolled population. The commission has asked the public for their views on the draft by July 19. Earlier, the alleged Lo Jihad Act was also drafted by Adityanath Mittal.
Big draft stuff
Parents of more than two children will not get government jobs.
Cannot contest elections in local bodies and panchayats.
The names of more than four family members will not be written in the ration card.
The law will apply to young people over the age of 21 and girls over the age of 18.
It is also proposed to teach population control courses in schools.
After the law is enacted, if a woman has twins in her second pregnancy, she will not be covered by the law.
The adoption of a third child will not be prohibited. If a person has 2 children with disabilities, he will not be deprived of facilities for having a third child.
Government employees must make a promise that they will not break the law.
The benefit is for those who have two children
Many benefits will be available to parents who adopt a two-child policy.
Parents who have two children and are in government service and voluntarily undergo sterilization will then get two additional increments, promotions, exemptions in government housing schemes, employer participation in PF. Water, electricity, house tax will also be exempted.
Children of self-sufficient parents are recommended to give priority to free treatment, education, insurance, educational institutions and government jobs for 20 years.
Free education on adopting children’s policy
It is proposed to give special encouragement to the parents of BPL category who accept the one pay policy.
Under this, many facilities will be provided to parents who will undergo surgery after the birth of their first child.
Special benefits of Rs 77,000 will be given for the first child and Rs 100,000 for the girl child.
The daughter of such parents will get free education till higher education, while the son will get free education for 20 years.
Seek public opinion by July 19
The State Law Commission has dubbed the draft Uttar Pradesh Population (Control, Stability and Welfare) Bill-2021. The commission uploaded the draft on its website http://upslc.upsdc.gov.in/ on Friday. Public opinion has been sought till July 19. The draft comes at a time when the Yogi Adityanath government is set to issue a new population policy on July 11.

Justice Aditya Mittal said that if anyone deliberately violates the law, he will not get the benefit of legal facilities, because we have made a deliberate policy. We are not against any particular religion. We want those who help control the population to reap the benefits of the schemes.

It will be implemented after one year
According to the current draft law, the bill will come into force one year after its publication in the Gazette. In case of multiple marriages, each couple will be counted as one married couple, so that the exact number of children can be ascertained.
